The Orangeburg County Community Development Division includes planning, zoning, building permitting and inspection, business licensing, buildings and grounds, mosquito control, addressing, animal control, litter control, and mosquito control.

Code Enforcement
The Orangeburg County Litter Control department's responsibility is to enforce the Orangeburg County Litter ordinances and South Carolina litter laws.

Cross County Connection
Cross County Connection provides a Downtown Circulator service in the City of Orangeburg, a Campus Loop serving a two campus area, a St. Matthews Connector serving downtown St. Matthews and connecting with the Downtown Circulator in the City of Orangeburg, and a Paratransit Service throughout Orangeburg County.

Conference Center
The Orangeburg County conference Center (OCCC) was established to support the Orangeburg County and surrounding communities. OCCC strives to ensure that all persons who visit will enjoy our facilities. Use of the OCCC venue can be requested for events, corporate meetings, conferences, and many other private activities through the OCCC website.
